WEBOct 2, 2024 · On Tuesday, Sept. 23, Seattle Mayor Bruce Harrell signed into law two controversial ordinances, known as Stay Out of Drug Areas (SODA) and Stay out of Areas of Prostitution (SOAP), intended to address concerns around public drug use and sex work. The Seattle City Council passed SOAP and SODA on Sept. 17 by a vote of 8 to 1.
